Impasse endangers Pens arena deal

Legislation providing $8 million a year for a new Penguins arena, funding for mass transportation and money for biomedical research remained stalled in the Senate as the General Assembly missed the constitutional deadline for passage of a state budget at midnight Saturday.

If the budget impasse continues, 26,000 state employees would be furloughed at the end of the day Friday, and “casinos would shut down” at 7 a.m. on Monday, July 9, Gov. Ed Rendell’s aides said. State parks, museums, environmental permitting services and driver’s license testing centers would also be closed.
